First, I will deal with the themes evoked in this speech. Then, I will analyze what purposes are followed and what rhetoric devices are used to that end. The present proclamation is composed of five paragraphs respectively broaching on future government promises for a better future for the children among American Indians and Alaska Natives (first paragraph), regrets over the past forms of discrimination towards the two people mentioned above by Americans (second paragraph), a balance of what has been legally achieved to improve their life conditions (third paragraph), a paean to the same populations for what they have brought to the American Nation (fourth paragraph).
